O Mon Thermal Power Plant Project

Background

O Mon Thermal Power Plant (O Mon 1 project) is invested by EVN, with a total investment of VND 6,666 billion (85% of capital financed by Japan Bank for International Cooperation through preferential loans ODA of the Government of Japan), with a capacity of 660MW (2 units), the average annual electricity output is about 3.6 billion kWh, consuming about 800 million -1 billion m3 of gas/year. It is expected that at the end of 2008, the plant will be put into operation of unit 1 and by 2010, it will be put into operation of unit 2.

In addition to the O Mon 1 project that has just started, O Mon Power Center (planned with a total capacity of 2,800MW) also has O Mon 2 (720MW), O Mon 3 (700MW) and O Mon projects. 4 (720MW), with a total investment of about 2 billion USD, consumes about 4 billion m3 of gas/year.

Challenges

This project has a partner from Japan so the conditions and requirements are very strict. At the same time, the contractor did not meet the progress due to a serious shortage of skilled human resources, which made it difficult to meet the progress of the investor.
